Amends Idaho Code Section 34-1003 to revise procedures for issuing absentee ballots, removing obsolete language and making technical corrections.

Allows affiliated electors to receive primary ballots from a different political party if that party has notified the secretary of state of the elector's affiliation, per section 34-904A(2)(b).

Permits unaffiliated electors to receive a nonpartisan ballot if they do not designate a choice of political party's primary ballot in their absentee ballot application.

Prohibits county clerks from issuing a new absentee primary ballot with a different party affiliation to the same elector unless the original ballot was issued in error.

Removes obsolete provisions previously applicable to elections prior to December 31, 2020 regarding absentee ballot mailing timelines for uniformed and overseas voters and other eligible electors.
