Changes the deadline for sending validly requested absentee ballots for federal office from 45 days to 30 days before an election when requests are received at least 30 days in advance.

Removes the sunset provision (December 31, 2020) that previously allowed absentee ballots to be opened and scanned 7 days prior to election day, making this a permanent procedure for counties using central ballot counting.

Requires absentee ballots opened early to be securely maintained in a nonproprietary electronic access-controlled room under 24-hour nonproprietary video surveillance that is livestreamed publicly and archived for at least 90 days.

Maintains that no absentee ballot results shall be tabulated until polls close on election day.

Requires a minimum of two election officials to be present whenever absentee ballots are accessed.
