Creates an Agricultural Best Management Practices (BMP) Fund in the state treasury to be administered by the Department of Environmental Quality for grants supporting water quality improvement in impaired water bodies.

Fund receives continuous appropriations and may accept gifts, grants, and investment interest, with all idle moneys invested by the state treasurer.

Eligible grant recipients include agricultural producers, irrigation water and drainage organizations, soil conservation districts, and local nonprofit organizations with demonstrated knowledge and capability to implement agricultural BMP programs.

Department of Environmental Quality must submit annual reports to the legislature before the first day of each regular legislative session detailing expenditures, obligations, and work completed in the prior fiscal year.

Declared an emergency measure effective upon passage and approval.
