Establishes an Occupational and Professional Licensure Review Committee consisting of 8 members (4 from Senate, 4 from House) with balanced political party representation and cochairs from each chamber.

Requires sunrise review process for any proposed legislation to license previously unlicensed professions or occupations, with applications due by May 1 and committee recommendations delivered by November 1 each year.

Sunrise review applications must address whether regulation is necessary to protect public health and safety, is the least restrictive option, cannot be replaced by other means, and will not negatively impact job creation or wages.

Establishes sunset review beginning in 2022 requiring the committee to review all licensing authorities on a rotating basis, dividing them into 6 groups with each authority reviewed at least every 5 years.

Committee operates for 3 years with authority to issue recommendations and draft legislation, though germane legislative committees are not bound by committee recommendations; legislature may extend duration or make committee permanent.
