Allows physician assistants to practice at licensed health care facilities, facilities with credentialing and privileging systems, physician-owned facilities or practices, or other board-approved facilities or practices.

Permits physician assistants or groups of physician assistants to independently own a medical practice in Idaho if they have a collaborative practice agreement with a licensed physician and have been licensed, registered, or certified as a physician assistant for at least 2 years.

Requires physician assistants to collaborate with, consult with, or refer to appropriate physicians based on patient condition, physician assistant education and experience, and community standard of care.

Establishes a physician assistant advisory committee consisting of 5 members (4 physician assistants and 1 public member) appointed by the board to evaluate applicant qualifications, investigate misconduct, maintain licensure lists, and advise on regulatory changes.

Clarifies that facilities and collaborating physicians are responsible for ensuring medical services performed by physician assistants are within the physician assistant's scope of education, experience, and competence.
