Establishes the Idaho Air Travel Enhancement Program to be administered by the department to develop and expand intrastate commercial air travel between Idaho communities.

Creates the Idaho Air Travel Enhancement Program Fund in the state treasury to receive appropriated moneys, with interest earned on idle investments paid back to the fund.

Requires at least 90% of program funds be spent on development and expansion of intrastate commercial air travel, with up to 10% available for program administration.

Authorizes the department to cooperate with municipalities, commercial airline companies, and other persons to develop new intrastate commercial airline routes.
