Increases the number of Idaho legislative districts where ballot initiative and referendum petitions must gather signatures from 18 to 35 districts.

Maintains the requirement that petitions must collect signatures equal to at least 6% of qualified electors from the last general election in each of these districts.

Retains the overall statewide requirement that total signatures equal at least 6% of all qualified electors in Idaho at the time of the last general election.

Declares an emergency provision making the act effective immediately upon passage and approval.
