Amends Idaho Code Section 40-511 to exempt privately owned, noncommercial vehicles from stopping at Idaho Transportation Department ports of entry and checking stations.

Clarifies that recreational vehicles and horse trailers are not considered commercial vehicles when privately owned and used for noncommercial purposes.

Maintains existing requirements for commercial vehicles weighing 26,001 pounds or more to stop at ports of entry and checking stations for inspection and weighing.

Preserves existing requirements for vehicles transporting livestock or hazardous materials to stop at all ports of entry and checking stations regardless of weight.
