Defines a "technology-based program" for kindergarten through grade 3 students containing reading, mathematics, science, or combinations thereof, aligned with Idaho content standards and requiring less than one hour of daily screen time.

Allocates up to 20% of funds exceeding $26,000,000 or $2,000,000 (whichever is less) from kindergarten through grade 3 literacy intervention funds to implement the technology-based program.

Requires the State Department of Education to award a contract to a service provider demonstrating previous success through independent, valid, and reliable evaluations.

Authorizes the State Department of Education to establish eligibility criteria limiting participation to children in low-income households, communities with high English language learner concentrations, or rural or remote areas.

Mandates service providers submit quarterly reports to the department containing measures for student participation and academic growth throughout the program.
