Creates a Quality Educator Loan Assistance Program administered by the State Board of Education to provide direct repayment of educational loans for eligible quality educators.

Defines "quality educators" as full-time, standard certificated instructional or pupil service employees in Idaho school districts or public charter schools.

Identifies schools impacted by critical quality educator shortages based on rural isolation or economic disadvantage (Title I, Part A eligibility).

Provides up to four years of loan repayment assistance with annual amounts of $1,500 (year 1), $2,500 (year 2), $3,500 (year 3), and $4,500 (year 4) for educators with a minimum $1,000 outstanding loan balance.

Requires educators to have a signed contract with an identified school and grants the State Board of Education rulemaking authority to establish protocols for awards based on available appropriations.
