Changes the waiting period before unclaimed property can be sold at public auction from six (6) months to ninety (90) days from the date of abandonment, impoundment, or release from legal process.

Reduces the unclaimed period for bicycles from ninety (90) days to sixty (60) days before they may be sold at public auction.

Maintains the thirty (30) day waiting period for personal property with a fair market value of less than twenty-five dollars ($25.00).

Requires sheriffs and city police departments to mail notice of sale to known owners at least fourteen (14) days prior to the auction if the owner's name and address are available.

Establishes procedures for handling firearms and ammunition, including options to convert them for law enforcement use, sell to licensed dealers, or destroy them if unsuitable, with mandatory serial number record-keeping for all firearms.
