Makes the Lava Hot Springs account continuously appropriated for operation expenses when the property is not leased, including receipts from bathing facilities, pleasure resort, hospital, or sanitarium operations.

Establishes the Lava Hot Springs Capital Improvement Account as continuously appropriated to fund acquisition, purchase, improvement, repair, furnishing, and equipment of Lava Hot Springs facilities and sites.

Requires interest earnings from the Capital Improvement Account to be returned to the account and permits state treasurer investment of account funds per section 67-1210, Idaho Code.
