Senate Bill 1124 Summary

• Prohibits dental insurers from requiring dentists to adopt fee schedules for non-covered dental services under provider participation contracts.

• Allows dentists to charge negotiated fees once a patient exceeds their annual maximum benefit by 100%, provided the dentist notifies the patient and does not charge more than the lowest fee available to uninsured patients.

• Requires insurers to provide one or more payment methods that give dentists 100% of contracted amounts without requiring fees to access reimbursement.

• Permits insurers to extend provider networks to affiliated entities or same-brand licensee programs only with full disclosure to dentists and at least two (2) weeks to decline participation.

• Applies to dental service contracts issued after December 31, 2021; existing contracts must comply by their next anniversary date, renewal date, or expiration date, whichever is latest.
