Renames Chapter 57 of Idaho Code from "Idaho Telehealth Act" to "Idaho Virtual Care Access Act" and updates terminology throughout to use "virtual care" instead of "telehealth."

Establishes comprehensive definitions for virtual care, health care services, providers, and provider groups to encompass technology-enabled care delivery modalities including telemedicine, m-health, e-visits, video visits, and remote patient monitoring.

Requires providers to establish a provider-patient relationship before delivering virtual care (except when covering calls or treating within a provider group), and allows relationships to be established through two-way audio or audio-visual interaction if consistent with Idaho community standards of care.

Permits providers with established patient relationships to issue prescription drug orders and medical device orders via virtual care, including controlled substances when compliant with federal law and community standards of care.

Creates a 15-member Virtual Care Advisory Board overseen by the Idaho Department of Health and Welfare to coordinate statewide virtual care adoption, with at least half of members representing health care delivery teams.
