Establishes the Idaho Board of Naturopathic Health Care with five members appointed by the governor, consisting of one public member, three members with license-eligible doctoral degrees, and one doctor of natural health, with initial terms of 3-4 years and subsequent 4-year terms.

Creates two categories of licensable naturopathic practitioners: licensed naturopathic doctors (requiring graduation from accredited doctoral programs with minimum 45 hours of pharmacology and pharmacognosy) and doctors of natural health (requiring 4,000 clock hours of education and experience).

Effective July 1, 2021, prohibits practicing naturopathic health care or using titles such as naturopathic doctor (ND), licensed naturopathic doctor (LND), or doctor of medical naturopathy (DMN) without a valid license.

Establishes board powers to determine qualifications, adopt rules for professional conduct, conduct investigations, collect fees, and discipline licensees for violations including fraud, substandard care, client abuse, and failure to maintain confidentiality.

Creates a formulary committee to advise the board on prescriptive authority for applicants, composed of one doctor of natural health, one pharmacist or PharmD, and three licensed naturopathic doctors (two with federal drug enforcement registration).
