Limits governor's state of extreme peril declaration to 60 days maximum without legislative concurrence; governor cannot circumvent this limit by redeclaring successive states for the same conditions.

Prohibits governor from altering, adjusting, or suspending Idaho Code provisions, but allows temporary suspension of enforcement of specific provisions necessary to respond to extreme peril with written notice to legislature and state officials.

Establishes legislative intent protecting constitutional rights including firearms possession and free exercise of religion; requires legislature to assist governor as co-equal branch and provide checks and balances on restrictions placed on Idahoans.

Prohibits quarantine or isolation of healthy individuals and prevents delegation of government power to nonelected officials during states of extreme peril.

Permits legislature in regular or extraordinary session to terminate or modify emergency orders and allows cities to pass public health ordinances under existing law; nothing prohibits governor from deploying National Guard.
