Grants municipalities express authority to establish, create, develop, acquire, finance, construct, equip, lease, own, maintain, and operate broadband communications infrastructure and systems.

Authorizes municipalities to enter into contracts with public or private entities including communications service providers for access to rights-of-way, poles, and conduits related to broadband infrastructure.

Permits municipalities to construct broadband infrastructure using municipal employees or private procurement, and to receive grants, donations, state or federal dollars, and other revenues for broadband projects.

Prohibits municipalities from using eminent domain to acquire facilities or property of private communications service providers.

Requires municipalities to account for broadband-related revenues, expenses, property, and investment sources according to Idaho law and government accounting standards; declares the act an emergency measure effective upon passage and approval.
