Petition circulators for initiatives and referendums must be Idaho residents at least 18 years of age, and petitions cannot be circulated outside Idaho with signers required to be physically present in the state at the time of signing.

Any petition obtained by a non-resident or person under 18 years of age is void, and any petition circulated outside Idaho with signatures from signers not physically located in Idaho at the time of signing is void.

Circulators must verify petition sheets with a sworn affidavit confirming they are an Idaho resident at least 18 years old and that signers were physically present in Idaho at the time of signing.

County clerks must examine petitions and attach a certificate to the Secretary of State confirming that signatures are those of qualified electors in the applicable legislative district.

Military members deployed outside Idaho and missionaries serving outside Idaho who are registered Idaho voters are exempt from the physical presence requirement for circulating and signing petitions.
