Appropriates $8,800,000 to the Department of Insurance for Insurance Regulation from the Insurance Administrative Fund ($8,105,600) and Federal Grant Fund ($694,400) for the period July 1, 2021, through June 30, 2022.

Appropriates $1,267,700 to the State Fire Marshal program from the Arson, Fire and Fraud Prevention Fund for the same fiscal period.

Total appropriation to the Department of Insurance is $10,067,700, distributed across personnel costs ($5,974,900), operating expenditures ($3,914,900), and capital outlay ($177,900).

Limits the Department of Insurance to a maximum of 71.50 full-time equivalent positions during fiscal year 2022, unless additional positions are specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any positions authorized beyond the 71.50 limit.
