Appropriates $84,195,600 to the Division of Career Technical Education for fiscal year 2022 (July 1, 2021 through June 30, 2022) across five program categories: State Leadership & Technical Assistance, General Programs, Postsecondary Programs, Dedicated Programs, and Related Services.

Exempts Postsecondary Programs from object transfer limitations under Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes for the fiscal year 2022 period.

Reappropriates any unexpended and unencumbered balances from the Federal Grant Fund appropriated to the Division for fiscal year 2021 to be used for nonrecurring expenditures through June 30, 2022.

Appropriates an additional $125,000 from the General Fund for Dedicated Programs to cover trustee and benefit payments for fiscal year 2021 (July 1, 2020 through June 30, 2021).

Declares an emergency provision to make the $125,000 supplemental appropriation effective immediately upon passage and approval.
