Appropriates $24,513,400 to the Department of Administration for fiscal year 2022 (July 1, 2021 through June 30, 2022) across five divisions: Management Services, Public Works, Purchasing, Insurance Management, and Document Services.

Authorizes the Department of Administration a maximum of 124.00 full-time equivalent positions during fiscal year 2022, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Transfers $1,737,500 from the Permanent Building Fund to the Administration and Accounting Services Fund on July 1, 2021, for Capitol Mall Facilities payments due in fiscal year 2022.

Requires the Office of Group Insurance to maintain current health insurance plan structure and benefit package for state employees with the employer and employee cost-sharing split recommended by the Governor and the Legislature's Joint Change in Employee Compensation Committee.
