Appropriates $66,460,900 to the Department of Lands for fiscal year 2022 (July 1, 2021 through June 30, 2022) across six programs: Business Services, Forest Resources Management, Trust Land Management, Forest and Range Fire Protection, Scaling Practices, and Minerals/Public Trust/Oil and Gas.

Authorizes the Department of Lands to maintain no more than 338.82 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with required notification to the Joint Finance-Appropriations Committee of any increases.

Exempts the Department of Lands from object transfer limitations for the Forest and Range Fire Protection Program, allowing unlimited transfers between object codes for appropriated moneys, provided legislative appropriations are not transferred between different funds without express legislative approval.

Transfers $20,000,000 from the General Fund to the Fire Suppression Deficiency Fund on July 1, 2021, to reimburse costs incurred by the Range and Forest Fire Protection Program.
