Appropriates $199,726,500 to the Department of Health and Welfare Welfare Division for fiscal year 2022 (July 1, 2021 – June 30, 2022), distributed across Self-Reliance Operations ($69,602,900) and Benefit Payments ($130,123,600).

Authorizes 618.50 full-time equivalent positions for the Welfare Division during fiscal year 2022, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Permits the Office of the State Controller to make periodic transfers from the General Fund to the Cooperative Welfare Fund as requested by the department director and approved by the Board of Examiners.

Prohibits transfer of funds appropriated for trustee and benefit payments to other expense classes during fiscal year 2022.

Requires the Department of Health and Welfare to provide only those services authorized or mandated by law to the extent of available funding and resources appropriated for each budgeted program.
