Allows eligible voters to register on election day by appearing at their precinct polling place with proof of residence and completing a registration application and oath.

Permits county clerks to designate one or more polling places for election day registration instead of providing the service at every polling place, with designated locations equipped with voting booths, supplies, and provisional ballots.

Establishes procedure for issuing provisional ballots when a voter is not found in the poll book, lacks valid identification or proof of residence, or in other situations deemed necessary by the judge of elections.

Requires election judges to review provisional ballots within seven days after the election and determine if the voter is registered and eligible to vote, with ballots counted only if voter identity and residence are established by preponderance of the evidence.

Directs election judges to void provisional ballots for voters who do not meet registration and eligibility requirements, and to update voter registration records when provisional ballot information is verified.
