Establishes new Idaho Code Section 34-218 requiring elections to be funded only by lawful appropriations from federal, state, or local governments (counties, cities, special taxing districts)

Prohibits county clerks, local elections offices, and other local governing bodies from accepting or expending private money in any amount or accepting items or goods valued over $100 from private persons, corporations, organizations, business entities, or political parties

Exempts from the prohibition the collection of fees authorized by law and donations of facilities or space for use by election officials
