Appropriates $195,882,200 to the Department of Health and Welfare's Public Health Services Division for fiscal year 2022 (July 1, 2021 through June 30, 2022) across five programs: Physical Health Services, Emergency Medical Services, Laboratory Services, Suicide Prevention and Awareness, and Health Care Policy Initiatives.

Authorizes full-time equivalent positions for each program: Physical Health Services (167.68), Emergency Medical Services (42.84), Laboratory Services (39.00), Suicide Prevention and Awareness (3.50), and Health Care Policy Initiatives (2.00).

Prohibits transfer of trustee and benefit payment funds to other expense classes during fiscal year 2022 and restricts services to the extent of appropriated funding and available resources.

Directs $640,000 transfer from the Cooperative Welfare General Fund to the Rural Physician Incentive Fund on July 15, 2021, and allocates $200,000 to the WWAMI Medical Education Program for Project ECHO implementation.

Distributes $1,000,000 to seven public health districts for the Home Visitation Program, with specified allocations ranging from $96,100 to $205,000 per district based on current service provision from other fund sources.
