Appropriates $23,517,200 to health education programs for fiscal year 2022 (July 1, 2021 through June 30, 2022) across eight programs including veterinary, medical, dental, and residency education.

Authorizes full-time equivalent positions for each program, with Family Medicine Residencies at 16.30 FTE and WWAMI Medical Education at 13.72 FTE, unless specifically authorized by the Governor.

Exempts dedicated fund moneys from object transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes while prohibiting transfers between funds without express legislative approval.

Reappropriates any unexpended and unencumbered balances from fiscal year 2021 dedicated funds for nonrecurring expenditures in fiscal year 2022, subject to confirmation by the State Controller.

Permits the Division of Financial Management to approve expenditure of dedicated funds for student tuition and fees during fiscal year 2022, with all adjustments reflected in programs' fiscal year 2023 budget requests.
