Idaho State Racing Commission shall retain 10% of advance deposit wagering account moneys for live racing administration, with the balance remitted for payment as required by law.

Distribution of the 10% source market fee from advance deposit wagering is allocated as follows: 40% to purses, 30% to simulcast sites, 5% each to track distribution fund, breed distribution fund, and racing commission, 5% to public school income fund, and 10% for track operating expenses at live tracks.

Advance deposit wagering providers operating outside Idaho must be licensed by the Idaho State Racing Commission and provide a source market fee of not less than 10% of handle forwarded monthly, or the activity constitutes a felony.

Commission may suspend or revoke licenses and impose civil penalties up to $10,000 per occurrence for anticompetitive or deceptive practices in contracting for interstate simulcast signal rights.

Act takes effect upon passage and approval with retroactive application to January 1, 2020.
