Authorizes full-time equivalent positions: 6.00 for Developmental Disabilities Council, 6.00 for Domestic Violence Council, 288.60 for Indirect Support Services, and 71.90 for Licensing and Certification.

Prohibits transfer of trustee and benefit payments appropriations to other expense classes during fiscal year 2022.

Requires monthly Medicaid tracking reports comparing appropriations to actual and forecasted expenditures, including next fiscal year's anticipated trustee and benefit expenses.

Mandates biannual reports on facility licensing and certification status, staffing workload, and caseload issues due by December 31, 2021 and June 30, 2022.
