Adds Chapter 87 to Title 18, Idaho Code, establishing the Fetal Heartbeat Preborn Child Protection Act, which prohibits abortion after detection of a fetal heartbeat.

Requires any person intending to perform an abortion to determine if a fetal heartbeat is present and record the results, method used, gestational age, and test date in the pregnant woman's medical record.

Prohibits abortion after fetal heartbeat detection except in cases of medical emergency, rape, or incest; rape or incest cases require the woman (or parent/guardian if minor) to report to law enforcement or child protective services before the abortion.

Establishes criminal penalties of 2 to 5 years imprisonment for licensed health care professionals who violate the law, with professional license suspension for a minimum of 6 months on first offense and permanent revocation on subsequent offenses.

Becomes effective 30 days after a U.S. appellate court upholds a fetal heartbeat abortion restriction as constitutional; allows pregnant women to bring civil actions for damages against violators.
