Appropriates $32,867,500 to the State Board of Education and Board of Regents of the University of Idaho for Special Programs for fiscal year 2022 (July 1, 2021 - June 30, 2022), allocated across Forest Utilization Research ($1,447,700), Geological Survey ($1,128,300), Scholarships and Grants ($23,234,000), Museum of Natural History ($637,200), Small Business Development Centers ($1,223,000), and TechHelp ($671,500).

Authorizes full-time equivalent positions for each program, including 12.68 for Forest Utilization Research, 12.28 for Geological Survey, 1.35 for Scholarships and Grants, 8.20 for Museum of Natural History, 8.83 for Small Business Development Centers, and 3.25 for TechHelp.

Transfers any unexpended and unencumbered moneys from the General Fund appropriated to the Scholarships and Grants Program for fiscal year 2021 to the Opportunity Scholarship Program Account created under Idaho Code Section 33-4303.

Requires the State Board of Education to report to the Joint Finance-Appropriations Committee by January 10, 2022, on the Opportunity Scholarship Program Account balance, estimated fiscal year 2023 obligations from scholarship over-awards or early awards, and necessary account balance needed to meet these obligations.
