Appropriates $27,656,900 to the Department of Water Resources for fiscal year 2022 (July 1, 2021 through June 30, 2022) across five programs: Management and Support Services, Planning and Technical Services, Water Management, Northern Idaho Adjudication, and Bear River Basin Adjudication.

Limits the Department of Water Resources to 154 full-time equivalent positions during the appropriation period, with any increases requiring Governor authorization and notification to the Joint Finance-Appropriations Committee.

Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling.

Transfers $5,000,000 from the General Fund to the Secondary Aquifer Planning, Management, and Implementation Fund for aquifer recharge and management.

Transfers $1,000,000 from the General Fund to the Water Management Account for water quality data collection, flood control projects (with up to $800,000 administered through a competitive matching grant process), and allocates up to $200,000 for nutrient total maximum daily loads monitoring in the upper Snake/Rock Creek subbasin.

Authorizes use of up to $4,201,000 from the Revolving Development Fund for analysis of Ririe Reservoir flood control rule curves and water storage expansion investigations.
