Appropriates $5,980,600 to the Office of the State Board of Education for fiscal year 2021 (July 1, 2020 through June 30, 2021) for administering an early childhood education grant, comprised of $39,300 in personnel costs and $5,941,300 in operating expenditures from the Federal Grant Fund, plus $100 from the Miscellaneous Revenue Fund.

Increases full-time equivalent position authorization by 0.50 for the Office of the State Board of Education for the same period to support administration of the early childhood education grant.

Prohibits use of Preschool Development Grant Birth through Five Renewal funds to dictate curricula for local collaboratives and requires local collaborative participation from parents/families, educators, State Board representatives, K-12 school/charter school representatives, and at least three community participants from diverse sectors.

Mandates local collaboratives become financially self-sufficient and rely on local funding sources upon completion of the grant activities.

Establishes State Board of Education oversight responsibility for ensuring grant activities, projects, objectives, outcomes, and federal requirements are met.
