Appropriates $100,414,500 to the Idaho Department of Labor for fiscal year 2022 (July 1, 2021 through June 30, 2022) across three programs: Determinations, Workforce and Commissions, and Administrative Services.

Funds are allocated from General Fund, Unemployment Penalty and Interest Fund, Employment Security Special Administration Fund, Miscellaneous Revenue Fund, and Federal Grant Fund, with largest allocation of $56,363,400 for personnel costs.

Authorizes the Department of Labor to employ no more than 708.58 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Exempts the Department of Labor from standard program transfer limitations, allowing unlimited transfers between programs, but prohibits transfers between different funds unless expressly approved by the Legislature.
