Appropriates $30,524,700 to the Office of the State Board of Education for fiscal year 2022 (July 1, 2021 through June 30, 2022), distributed across OSBE Administration ($26,556,400), IT and Data Management ($2,891,400), and Office of School Safety and Security ($1,076,900).

Authorizes no more than 56.25 full-time equivalent positions for the Office of the State Board of Education during the fiscal year, with any increased positions requiring specific authorization by the Governor.

Requires the State Board of Education to provide annual updates to the Joint Finance-Appropriations Committee regarding sublease rent payments made to the Idaho State Building Authority.

Mandates independent, external evaluations of the Career Ladder program, literacy intervention programs, and dual credit programs, with results reported to the Joint Finance-Appropriations Committee and Senate and House education committees by December 1, 2021.

Restricts use of Preschool Development Grant Birth through Five (PDG B-5) federal funds to prevent dictating local curricula and requires local collaboratives to include parents, educators, school district representatives, and community participants while achieving financial self-sufficiency after grant completion.
