Creates the American Rescue Plan Cost Recovery Fund in the state treasury to account for state costs allowable for reimbursement under ARPA, with the Division of Financial Management requesting transfers from the American Rescue Plan Fund after reviewing allowable costs.

Declares an emergency, making the act effective upon passage and approval.
