Appropriates $51,774,300 from the American Rescue Plan Fund to the Office of the State Controller for trustee and benefit payments during the period July 1, 2020, through June 30, 2021.

Requires distribution of appropriated funds to units of local government in Idaho with populations under 50,000 pursuant to the American Rescue Plan Act of 2021.

Reappropriates any unexpended and unencumbered balances from the American Rescue Plan Fund for nonrecurring expenditures during the period July 1, 2021, through June 30, 2022.

Requires the Office of the State Controller to confirm reappropriation amounts by fund, expense class, and program with the Legislative Services Office before processing.

Declares an emergency, making Section 1 effective upon passage and approval.
