Revises the Idaho Wolf Depredation Control Board's authority to enter into agreements and contracts with federal agencies, state agencies, private contractors, and political subdivisions to implement wolf control provisions.

Increases annual fish and game fund transfer to the wolf control fund from $110,000 to $1,300,000 beginning in fiscal year 2022, with the Fish and Game Commission authorized to direct how these funds are used.

Authorizes year-round wolf trapping on private property with landowner permission and establishes that wolf collaring will continue as a proactive management tool for packs predisposed to depredation and for population counts.

Eliminates limits on the number of wolf tags individuals can purchase and requires compliance with fish and game education requirements; authorizes up to ten special auction or lottery wolf tags.

Allows disposal of wolves by livestock and domestic animal owners without permits when wolves are molesting or attacking livestock, and permits any federal or state agency to dispose of wolves when population exceeds recovery goals under Idaho's wolf conservation and management plan.
