Appropriates $30,276,200 to the Department of Health and Welfare for fiscal year 2022 (July 1, 2021 through June 30, 2022) from the Cooperative Welfare (Federal) Fund for public health services and welfare division operations.

Requires any promotion of vaccines or vaccine-like products funded by P.L. 117-2 to include informed consent language similar to FDA requirements for direct-to-consumer promotions.

Allows equal funding for health education promotion (including exercise, fitness, vitamin D supplementation, and reduction of high-fructose corn syrup consumption) when P.L. 117-2 funds are used to promote vaccines, with no General Fund dollars permitted for this purpose.

Mandates the Department of Health and Welfare phase out by December 31, 2021, all employee wage enhancements, increased child care co-pays, temporary eligibility expansions, and provider grants funded by P.L. 116-260 child care assistance.
