Adds Chapter 97 to Title 67, Idaho Code to establish COVID-19-related funding provisions using federal relief funds received by the state.

Directs COVID-19 funding toward reimbursing employers for wages paid to workers taking time off for COVID-19 vaccinations, vaccine adverse reactions, and caring for family members with adverse reactions.

Allocates funding for rapid COVID-19 testing for citizens and school personnel, compensation for workers exposed to or contracting COVID-19, mobile vaccination clinics, and multilingual vaccination information and administration.

Establishes a sick leave bank for all public employees including school personnel and provides for onetime bonus payments to essential workers.

Creates a COVID-19 vaccine injury compensation program administered by the Department of Insurance, with damages determined by rules based on workers' compensation standards, for those injured by COVID-19 vaccines who cannot bring suit against pharmaceutical companies.
