Calls on federal government agencies to complete flood risk studies and change Ririe Reservoir's winter flood control rule curves to reflect current hydrologic conditions in the Willow Creek basin.

Finds that contracted storage space in Ririe Reservoir has proven unreliable and difficult to fill, and that updated flood control curves could increase reliability of water supplies for Mitigation, Inc. and Water District 01.

Notes that conditions have changed since original rule curves were developed, including establishment of annual maintenance schedules for canals and floodways and development of offstream storage facilities that substantially reduce flooding risk.

Supports the Idaho Water Resource Board considering financial assistance to Mitigation, Inc. to finalize studies and projects necessary to modify the flood control rule curves.

Encourages the Idaho Governor to join the Legislature in supporting changes to balance Ririe Reservoir water supply and irrigation supplies with adequate flood control.
