Authorizes the Legislative Council to appoint an interim committee to study driver authorization cards for Idaho residents.

Committee shall gather information and make recommendations on adopting a system for driving privileges available to all Idaho residents, including implementation methods.

Committee must examine how such a system aligns with constitutional duties, federalism principles, road safety, welfare of Idahoans, and economic participation.

Nonlegislative members may be appointed by committee cochairs but shall not be reimbursed for expenses and shall have no voting privileges on recommendations or proposed legislation.

Committee shall report findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-sixth Idaho Legislature.
