House Bill 443 Summary

• Creates the Public School Health Insurance Participation Fund in the state treasury, continuously appropriated to the State Department of Education for one-time costs of public schools buying into the state's medical and dental group insurance plan, capped at $4,500 per support unit.

• Funds are available only to publicly funded K-12 educational institutions on a first-come, first-served basis if demand exceeds available funds, with no expenditures allowed before July 1, 2022.

• Any unexpended moneys remaining in the fund after June 30, 2024, shall be transferred to the public education stabilization fund, or to the general fund if the stabilization fund is fully funded.

• Removes provisions regarding leadership premiums from sections 33-1002, 33-1004B, 33-1004C, and 33-1004F, and repeals section 33-1004J entirely.

• Takes effect July 1, 2022, as an emergency measure.
