Establishes the "Motor Voter Act" requiring the Idaho Transportation Department's Division of Motor Vehicles to register eligible electors when they apply for driver's licenses, renewals, corrections, or identification cards.

Driver's licensing offices must forward completed registration applications to county clerk offices on a weekly basis and on the business day prior to registration closure.

Electors may select affiliation with a qualified political party or choose "unaffiliated" status on registration applications, with "unaffiliated" as the default if no selection is made.

Division of Motor Vehicles must provide electors the option to opt out of voter registration.

Becomes effective July 1, 2022, under emergency declaration.
