Creates the Confined Animal Feeding Operations (CAFO) Improvement Fund in the state treasury, with all moneys continuously appropriated to the Department of Environmental Quality and exempt from certain budget provisions.

Fund receives gifts, grants, legislative appropriations, and investment interest to support environmental improvement grants for dairy farms, beef cattle operations, and concentrated animal feeding operations in waste management, energy efficiency, and renewable energy projects.

Establishes a seven-member CAFO Improvement Fund Committee appointed by the Department of Environmental Quality, State Department of Agriculture, Idaho Dairymen's Association, Idaho Cattle Association, and University of Idaho to review applications, score projects, and award grants.

Committee members serve three-year staggered terms, receive compensation per Idaho Code section 59-509(c), and must meet at least annually to provide direction to the director for fund administration.

Department of Environmental Quality must submit an annual report to the legislature on prior fiscal year expenditures, obligations, and completed work; administration costs paid from legislative appropriations to the fund.

Effective date July 1, 2022.
