Revises Idaho Code Section 42-1756 to clarify that the board may approve loans from the revolving account for water projects if it deems investigation necessary (making investigation discretionary rather than mandatory).

Removes the requirement that "That" precede "The money in the revolving account is available for the loan" in subsection (3)(f), correcting the grammatical error.

Streamlines subsection (5) language regarding state liens on projects constructed with revolving account funds, removing redundant text while maintaining the state's lien rights on all project facilities, equipment, easements, real property, and water rights.

Clarifies that board security for loans must be "appropriate to the loan and the borrower" and may include liens against real property and water rights filed with county recorders.

Declares an emergency and makes the act effective July 1, 2022.
