County commissioners may enter into leases for courthouse premises, rooms, and jail for up to 5 years at their discretion, or up to 30 years if approved by simple majority vote of electors at an election.

Building construction contracts must be awarded to the lowest bidder after 30 days' notice for proposals, and the bidder must provide security for contract completion.

Leases may include provisions allowing courthouse, jail, hospital, or fairground buildings constructed on county-owned or other premises to become county property upon lease expiration and full performance.

County commissioners must ensure erection or furnishing of courthouses, jails, and other necessary public buildings, and must provide offices with furniture for specified county officials.

Act becomes effective July 1, 2022, and is declared an emergency measure.
