Establishes the Idaho Youth Challenge Program as a multi-phased youth intervention program with a structured residential phase of at least 22 weeks and a post-residential phase of at least 12 months to help participants obtain a high school diploma or GED.

Allows program administration by either a school district board of trustees or a governing board whose members are nominated by the adjutant general and appointed by the governor.

Removes provisions requiring governing board size, qualifications, and terms to be established in administrative rule; the adjutant general retains authority to establish board of admissions qualifications and procedures by rule.

Establishes specific eligibility criteria for participants including: ages 16-18 (or 15 if turning 16 during residential phase), U.S. citizen or legal resident, Idaho resident, high school dropout, unemployed or underemployed, and meeting various criminal history and substance use requirements.

Declares an emergency effective upon passage and approval.
