Amends Section 33-138, Idaho Code to add a private cause of action allowing any taxpayer to file a civil complaint in district court against schools that violate provisions related to critical race theory tenets.

Prohibits public schools, charter schools, and institutions of higher education from directing or compelling students to affirm that any sex, race, ethnicity, religion, color, or national origin is inherently superior or inferior, or that individuals should be treated adversely based on these characteristics.

Prohibits courses of instruction that direct or compel students to personally affirm, adopt, or adhere to the identified tenets, and prohibits making distinctions or classifications of students on account of race or color.

Allows courts to enjoin schools from receiving 10% of future payments under sections 33-1009 or 33-5208 for school districts and charter schools, or 10% of appropriated funds for community colleges and higher education institutions, until compliance is achieved.

Courts may award costs and attorney's fees to complainants who successfully demonstrate violations, and permits continued collection and reporting of demographic data by schools.
