Establishes a right to confidentiality and privacy for all persons in Idaho concerning their personal medical information, defined to include medical or dental conditions, diagnoses, treatments, medications, vaccinations, immunizations, and related information.

Prohibits persons, businesses, corporations, facilities, organizations, schools, colleges, universities, agencies, and departments from conditioning access on or requiring the release of personal medical information, except for health care providers, caretakers, or guardians.

Prohibits employers from requesting or requiring the release of personal medical information in connection with hiring, promotion, demotion, retention, disciplinary action, or other related employment decisions, while permitting drug screening in compliance with company policy.

Establishes that violations of the personal medical information restrictions shall constitute a misdemeanor.

Declares the act to be an emergency measure effective upon passage and approval, and makes all provisions severable.
